Welcome to Landgate's Customer Information Bulletin for August, where you'll find information on:
- the new Landgate Chief Executive;
- opening of public consultation on WA's strata law from 1 October;
- extended transitional period for WA strata managers;
- the end of the in-flight period for additional considerations in electronic Transfers; and
- the new electronic Transmission application.
New Landgate Chief Executive
Congratulations to Landgate’s new Chief Executive, Trish Scully, who began her five-year term yesterday, Monday September 2.
The appointment followed an extensive search and recruitment process, including selection panel representation from both the property sector and public sector.

Public consultation on WA's strata law to open on 1 October
On Monday, 2 September, the Hon. John Carey MLA, Minister for Lands, released a media statement on the State Government’s upcoming five-year statutory review of WA’s strata law (the Strata Titles Act 1985).
Landgate will administer the review on behalf of the Minister for Lands and encourage community and industry feedback through two public consultation periods:
- Phase one public consultation: 1 – 31 October 2024 (focusing on issues identification).
- Phase two public consultation: first half of 2025 (sharing proposed reform solutions).
Both consultation phases will be run through Landgate’s website and are open to anyone wishing to make a submission.

Extended transitional period for WA strata managers
An additional 12-month transitional period will extend the current education compliance requirements for WA strata managers from 1 November 2024 to the new date of 1 November 2025.
This extension has been applied following competing government legislative priorities delaying the finalisation of the previously released amendments to WA’s strata titles regulations – the Strata Titles (General) Regulations 2019 (STGR).
This change does not introduce any new educational qualifications. It simply allows the strata management industry to continue to operate ahead of broader (phase 2) amendments being made to the educational model in WA.

In-flight period ends for additional considerations in electronic Transfers
On 5 August 2024, new consideration types were able to be selected in the PEXA Electronic Lodgement Network (ELN), which included:
- Desire to change the manner of tenancy
- Pursuant to the terms of a deed
- Pursuant to the terms of a will
- Pursuant to the terms of the Administration Act 1903
- Non-monetary (used where no other consideration type is available).
This increase in scope was aligned with the increase in transaction types eligible to be settled electronically with RevenueWA – refer to Register documents using eConveyancing.
From 1 September 2024, the in-flight period for these transaction types has expired (Customer Information Bulletin 431), and all eligible Transfers as stated above must be lodged electronically.
Transfers ineligible as of 1 September 2024 will continue to be able to be lodged in paper and must be accompanied by a completed Request To Accept Paper Lodgement form.
New electronic Transmission application
The ability to lodge a standalone Transmission application via the PEXA ELN is now available.

The electronic Transmission application has been released in addition to the seven structured documents and the 72 Residual documents currently available to be lodged electronically.
Note: Where all joint tenants are deceased, the executor or administrator of the last surviving joint tenant, on behalf of that joint tenant, must lodge the Survivorship application together with the Transmission application in paper. This transaction combination is currently unavailable for lodgement via an ELN.
